Town planning in the City of Whittlesea.

Epping · South Morang · Mernda · Doreen · Thomastown · Wollert

Whittlesea carries Melbourne's northern growth corridor — Mernda, Doreen and Wollert have transformed from paddocks to suburbs inside two decades under precinct structure plans, while Epping's metropolitan activity centre and Thomastown's industrial precincts anchor the established south.

The municipality also holds a genuine rural hinterland towards the Kinglake foothills, where bushfire controls, conservation values and the urban growth boundary set a very different planning conversation from the estates a few kilometres south.

Whittlesea practice is corridor practice: reading PSPs and development contributions for the growth-front land, activity-centre and employment matters around Epping, and the occasional rural dwelling or land-use question in the hinterland where the growth boundary and bushfire risk drive the answer. Which regime your land sits under is question one.

FAQs

Questions we’re asked most.

If you have a question that’s not here, call us — we answer honestly, whether or not it leads to work.

  • When three things align: the precinct structure plan applying to your land, sewer and water servicing reaching it, and the development front arriving commercially. Land inside an approved PSP with services nearby is development-ready; land awaiting precinct planning may be years out regardless of its zoning. A feasibility check places your land precisely in that sequence.
