Neighbourhood Activity Centre, Ocean Grove

Mixed-use commercial activity centre — service station, convenience restaurant, restricted retail tenancies, food and drink premises and a motor repair workshop across two adjoining lots.

Challenge

The brief

A mixed-use commercial hub in the Kingston Neighbourhood Activity Centre — eight separate tenancies across two adjoining lots totalling 2.7+ hectares. The land was affected by three overlays (Design and Development Overlay 39, Development Plan Overlay 22, and a Bushfire Management Overlay), sat within the Commercial 2 Zone, and fronted a principal road within a Transport Zone Category 2 subject to future duplication. Approval required alteration of access to the Transport Zone and a reduction of car parking under Clause 52.06.

Approach

How we handled it

The application turned on alignment with the Ocean Grove Structure Plan and the Kingston Neighbourhood Activity Centre and Industrial Estate Development Plan. We set the proposal firmly within the strategic intent for the precinct, resolved the future Transport Zone duplication through a consistent landscaped setback matching the adjoining activity-centre plantings, and addressed Bushfire Management Overlay protection measures and Aboriginal Cultural Heritage.

Outcome

The result

Planning Permit PP-46-2022 was issued on 21 November 2022 by Greater Geelong City Council under delegated authority — no external appeal. The permit approved all eight tenancies, the Transport Zone access alteration, and the car-parking reduction.
