Established in 1999 by Frank Perry, Perry Town Planning is one of Melbourne’s leading planning and property consultancy firms.
Our central Melbourne location allows easy access to a range of lawyers, architects, developers, urban planning professionals and the Victorian Civil and Administrative Appeals Tribunal (VCAT).

Over the past decade Perry Town Planning has achieved broad market exposure and extensive commercial and retail experience through our completed work.

Frank Perry is the founder and Managing Director of Perry Town Planning. With over 25 years planning experience, Frank is an expert in all aspects of planning; legislative, statutory, regulatory, and consultancy. Frank is a member of the Planning Institute of Australia (PIA) and a member of the Victorian Planning and Environmental Law Association (VPELA). He is a sessional lecturer at VUT and an occasional lecturer the Department of Planning and Community Development.
Malcolm Jack - Principal Town Planner

Malcolm Jack is Perry Town Planning’s Principal Planner. He has more than 35 years experience gained from a variety of regional management and senior policy officer roles. His experience straddles the public and private sectors and incorporates commercial, residential, retail, industrial and infrastructure projects, working in statutory and strategic planning and policy analysis. Malcolm is a member of the Planning Institute of Australia (PIA), a Certified Practising Planner, and a former chairman of the Australian Institute of Urban Studies (Victorian Division). He has lectured part-time in planning at RMIT and tutored in History of Planning at the University of Melbourne.
Sarah Smith - Senior Town Planner

Sarah has more than eight years of experience in urban and regional planning. It covers broad spectrum of projects in statutory planning including retail, residential, commercial and industrial development applications and providing expert advice on planning and property matters to our clients.
She is experienced in representing our clients in VCAT hearings and mediations and consultation meetings with Council and objectors. Sarah's current portfolio of projects also includes Planning Scheme Amendments, Rezoning of the land, Design Guidelines and Subdivisions.
With expertise in policy formulation, land use planning, Environment Impact Assessment and waste and water management, Sarah possesses both commercial and government experience and also fulfils a business development role for Perry Town Planning.
Alistair Perry - Director, Perry Finance

Alistair Perry initially joined Perry Town Planning in 1999 as Manager, Research. In this initial role he undertook a number of major research projects for the Australian retail industry, the Australian tourism industry, the Australian food industry, and the Australian eyewear industry.
In 2005, after gaining accreditation as a mortgage broker , Alistair established Perry Finance, the organisation’s finance and property subsidiary. Alistair’s exemplary research skills and business acumen has ensured the natural transfer and translation from research to the finance and mortgage broking area. The result is exponential growth in Perry Finance over the three years since its inception.
Cameron Perry - Director, Perry Finance

In conjunction with Alistair Perry, Cameron Perry is a Director of Perry Finance. An experienced researcher who has worked in a commercial consultancy, Cameron is expert at arranging and structuring debt funding for residential and commercial acquisitions and construction projects. In his time in the finance arm of the organisation, Cameron has consistently and regularly delivered finance to our valued clients at interest rates lower than elsewhere on the market.
Cameron is an accredited mortgage consultant and an active member of the Mortgage Industry Association of Australia.
Andrew Perry - Town Planner

Since May 2007, Andrew Perry has assisted Perry Town Planning in the dual role of planning assistant and research assistant.
Under the guidance and mentoring of senior town planning staff, Andrew has gained valuable commercial and residential town planning experience through compilation of a range of planning reports and projects. This experience has led to his enrolment in the Diploma of Environment & Planning at Melbourne’s RMIT University.
In a support capacity for the Perry research unit, Andrew has undertaken media monitoring, qualitative analysis, and report compilation.
Dean Savage - Town Planner/Research Analyst

Dean joined Perry Town Planning in May 2008 as a Town Planner/Research Analyst while studying as part of a career change from his background in Journalism and Federal politics. On the completion of his Masters, Dean has assumed a range of urban planning tasks including residential, commercial, industrial and liquor licence applications. He has also represented clients at Council planning committee and consultation meetings and has coordinated the preparation and presentation of cases at VCAT.
The research analyst role includes preparing tailored planning approval monitoring and policy analysis reports for a high-profile retail client base.
Dean also compiles a monthly newsletter distributed to selected town planning and urban design professionals. The publication offers a monthly historic ‘snapshot’ of Melbourne’s property and planning news, moves and views and is an important value-add for our clientele.
Aileen Chin - Town Planner

Aileen joined Perry Town Planning in January 2010. Under the mentorship of the Director, Aileen has grown into her role as a town planner and has gained valuable professional insight, exposure and experience through active involvement and responsibility for a variety of residential and commercial town planning development projects within the firm.
Aileen also brings to the company the advantage of a culturally diverse planner who is fluent in Mandarin and educated in Singapore.

This month at Perry Town Planning
We have several major projects moving through the planning process. These include:
- Strategic review and analysis of the townships and the community of the Baw Baw Shire under way as part of the preparation of a settlement plan for the shire;
- The prospective development of a 100-metre high tower is being investigated for Haig Street, Southbank;
- An appeal to VCAT has been lodged regarding a decision by Bayside City Council on existing use rights in a Business 3 Zone;
- Working on an economic assessment of poultry processing facility seeking to expand its operations in Cranbourne;
- Applications have been lodged for 10 outdoor major promotion signs on railway land and infrastructure;
- An application package for an apartment development on Sydney Road, Brunswick is being collated;
- The expansion of Eastwood Village Shopping Centre in Bairnsdale is subject of a current application;
- A permit for a homemaker centre at Pakenham has been issued following a consent order from VCAT;
- An application for a multi-unit development in Cashin Street, Inverloch is close to being referred to advertising;
- Documentation is being prepared for a rezoning and development application to expand the Sale activity centre; and,
- Waiting for an announcement from the Planning Minister regarding th extension of the Urban Growth Boundary.
